Home » ADU planning process rolling out across region Residents around the region are being encouraged to share their ideas and comments on potential changes to Regional District of East Kootenay (RDEK) zoning and land use bylaw regulations for Accessory Dwelling Units (ADUs). ADUs are independent, self-contained living spaces that are in addition to the principal dwelling unit or structure on a single property, including interior, attached, and detached dwelling units. “Having strong participation from around the region in the Accessory Dwelling Unit (ADU) planning process will help ensure a wide range of views and priorities are considered. To help better understand the different perspectives, we have scheduled a series of workshops over the next two months and have opened a detailed public survey,” said RDEK Planner Sarah Baines. The workshops kicked off in Electoral Area A on October 11 and there will be a total of 15 workshops held through December 1 across all six electoral areas. In addition to the in-person events, two of the sessions are online and are open to all electoral areas. “We have worked hard to provide multiple opportunities for engagement, and the online opportunities will also provide a way for people who are not in the region or who may be unavailable during the in-person events to continue to participate and share their feedback,” added Baines. In addition, a detailed survey is open now through December 1 on the ADU project page. The full list of all the workshops, access to the survey, an introductory video and ongoing project updates can all be found on the project page. Chase Fitzpatrick, patrol leader, and fellow scout Kal-El Honshul worked the booth at Mt. Sterling Court Days, promoting their program among the festival vendors. “Join the boy scouts. It has all that type of stuff and more, like first aid and fitness,” Fitzpatrick said. The troop currently has just four members but is actively recruiting. Scout Master Mark Rossetti said the group focuses on outdoor skills and building relationships. “Teaching the boys how to light a fire, set up a camp,” Rossetti said. “It’s going to take time to grow.” Shared experiences bring scouts together The scouts participate in outdoor activities while developing life-long friendships. “We do a lot of fun stuff, like camping, shooting, fishing all that kind of stuff, you get this sense of brotherhood,” one scout said. Fitzpatrick and Honshul became friends through the program although they share a tragic bond — both boys lost their fathers at a young age. “It gives us a safe space to talk about stuff, like family issues,” said Fitzpatrick. “My dad, he was my hero.” “When you talk about it, it’s a very sad topic but it’s important to talk about it so it’s not just on our mind and we aren’t just talking about it, it’s good to have conversations about it,” Honshul said. Troop seeks community support Honshul said the program helps young people get involved with those around them, all while getting some fresh air. “I think it’s very important for young men to be able to be a part of the community and build a relationship with the community. I think it’s just to help get off a couch just watching TikTok or something,” Honshul said. Asha has spent most of her career negotiating contracts, first in the legal world, now in real estate. She brings both legal precision and practical strategy to helping Utahns get into homes—even in a market that seems stacked against them. From Law to Real Estate Asha didn’t start out in real estate. She practiced corporate immigration and business law for 17 years before making the leap. “I loved my work,” she says, “but I didn’t want to go back to firm life and billable hours after I had my children.” Her interest in real estate grew as she began building her own rental portfolio. Jacobson and ors involving prime land in central Accra that had been in litigation for almost 20 years. As the case rumbles on, the once-beautiful property has turned into a shanty settlement. Wooden kiosks, illegal power lines, heaps of rubbish — all sitting in the middle of what used to be one of the city’s most prestigious addresses. No taxes are being paid. The land contributes nothing to the public good. Instead, it has became a security risk lowering the value of nearby properties. Sadly, this is not an isolated case. Across Airport Residential, Cantonments, Ridge, Labone, and East Legon, there are hundreds of such idle plots — walled off, overgrown, and unproductive. Some of these lands belong to private individuals who bought them decades ago and are waiting for prices to rise. Others are tied up in endless disputes. And some were government lands, acquired cheaply through questionable deals and later resold at ten or fifteen times the original price. Meanwhile, prices in these areas have become astronomical, reaching well over US$1 million per acre in some cases. Young professionals, teachers, nurses, and civil servants — the backbone of our society — can no longer afford to live near their workplaces. Yet the city continues to bear the cost of providing roads, drains, and streetlights for plots that contribute nothing back. The Richmond area’s Boy Scouts organization is lining up some big upgrades at its sprawling Goochland compound. The Heart of Virginia Council, Scouting America (formerly Boy Scouts of America) is planning a $1.4 million overhaul of the archery and shooting facilities at Camp T. Brady Saunders, the 600-acre camp where the organization hosts all of its events and much of its programming. The camp is located at 1723 Maidens Road in Goochland County. The new facility, which will be called OnTarget, will be a full revamp of the camp’s archery and shooting programming, which is currently held on a 2.5-acre facility at the camp. The old facility will be torn down to make way for a larger one with expanded offerings. The planned OnTarget facility will include features like a 3D archery course with 10 stations, a shotgun teaching station, two multi-purpose instructional pavilions, a covered five-stand shotgun range, a 16-station rifle and pistol range and a 12-station archery range. OnTarget is set to be a major improvement for Scouts in terms of both capabilities and capacity, said Heart of Virginia Council CEO George McGovern. McGovern told BizSense that the current archery and shooting facility, which has been on the site for decades, has several issues, including being outdated and having no restrooms or teaching stations. The facility is also laid out toward the west, meaning that in the afternoons when Scouts are trying to shoot, the sun is in their eyes. “That facility is over 40 years old. It has no bathrooms, no water, it’s just a place on the camp, and what we’re trying to do is upgrade it, because the demand is calling for it. … It’s a program highlight that many of our Scouts want to use,” McGovern said. The nonprofit has been planning for the upgrade for several years, including in its 10-year master plan, published in 2023. Insurance registration reports Tesla China does seem to be moving at full throttle this Q4 2025. Whisper numbers from industry watchers have suggested that the electric vehicle maker recorded 16,500 new vehicle registrations in the week of October 13-19. Considering that Tesla China typically focuses on exports during the first weeks of a quarter, the company’s numbers this Q4 could be quite impressive. For context, Tesla China saw 5,020 new vehicle registrations in the week ending October 5 and 11,300 new vehicle registrations in the week ending October 12, 2025. The move is one that is pretty crazy in terms of the lease price, as one of the deals shows a drop of nearly one-quarter of the previous pricing. These deals are obviously being started to really drive demand over the next week and a half. Tesla has offered new leasing terms on the Model 3, Model Y, and Cybertruck, cutting lease prices by 23 percent for the Model 3, 15 percent for the Model Y, and 7 percent for the Cybertruck. New prices on these leases are as follows: - Tesla Model 3: $329/mo, down from $429 — 23 percent discount - Tesla Model Y: $449/mo, down from $529 — 15 percent discount - Tesla Cybertruck: $699/mo, down from $749 — 7 percent discount The lease terms are $3,000 down, a 36-month lease term, and 10,000 miles per year. Tesla is also showing $0 down lease prices automatically on its website. For the Model 3, these same terms with $0 down would be $419. The Model Y with $0 down would be $543 a month, and the Cybertruck would be $851 a month. These terms are also for the entry-level configurations of each vehicle, so for the Model 3, it’s the Model 3 Standard. The Model Y price is for the Model Y Standard, and the Cybertruck is the All-Wheel-Drive. Tesla shows on their website that these lease deals are incredibly short-term and will adjust accordingly on November 1. Why Tesla is launching these deals for ten days is not necessarily known, but it seems as if the company might be testing demand, as lease deals for the latter half of Q4 could be in the works. Tesla traditionally launches some pretty tasty deals at the end of each quarter, but this move is somewhat interesting simply because it is not even remotely long-term. Since the proposed ordinance was recommended by the Planning Commission at its Sept. 9 meeting, the town has received letters expressing concerns from the California Housing Defense Fund (CHDF) and the Montair Homeowners Association. “Having had an opportunity to review this letter in more detail since the Planning Commission hearing, Town staff have made changes to address some of their concerns,” Associate Planner Riley Anderson-Barrett wrote in a staff report in response to the CHDF letter. “Language was clarified allowing the height of detached ADUs in multifamily districts to be raised two feet to align with existing roof pitch,” Anderson-Barrett continued. “The Ordinance was modified to allow up to eight detached ADUs to existing multifamily developments which was stated in HCD’s Accessory Dwelling Unit Handbook dated January 2025.” Meanwhile, town staff found that amendments to the ordinance proposed by the Montair Homeowners Association – which would exclude specific areas of the town from by-right approval of ADUs due to concerns over parking, drainage and water issues, and fire safety – were “beyond the scope of the current ordinance.” While the law al...

Tesla’s newest Full Self-Driving version is officially rolling out wider to customers outside of the Early Access Program (EAP), in preparation for a total launch of the new v14 suite. Over the past several weeks, Tesla has been working to refine its new v14 Full Self-Driving (Supervised) in an effort to have it ready for the entire fleet of vehicles in the United States. We are lucky enough to be in the EAP, so we’ve been able to test new features and rollouts first-hand. So far, v14 has introduced a handful of new features and improvements, but the first versions needed refinement before Tesla made an effort to expand the population. It had issues with a brake stutter, but this has been mostly resolved. Chicago loosens granny flat rules, still lags California Chicago just expanded where accessory dwelling units can be built, but California’s sweeping reforms show how far the city still has to go. Chicago is taking steps to make it easier to build additional housing, but it is far behind California when it comes to accessory dwelling units. City leaders recently approved an ordinance expanding the areas where granny flats, basement apartments and converted garages can be built. Now in addition to the pilot areas established in 2021, units can be built in commercial areas and multi-unit residential areas without special permission. Aldermen over single-family zones can opt-in to allow them in their wards as well. This will allow more small, low-cost units, giving more property owners the flexibility of adding housing on existing lots. While Chicago is making progress, California’s statewide push shows just how much more is possible. California Gov. Gavin Newsom recently signed AB 1154, legislation that eliminates owner-occupancy requirements for interior dwelling units. The American Enterprise Institute points to owner-occupancy requirements as one of the primary barriers to the development of additional dwelling units. It explains “owner occupancy requirements make it more difficult for homeowners who want to build… at their primary residence to qualify for financing to do so. Further, owner-occupancy requirements significantly reduce the appraised value that a [dwelling unit] will contribute to a property, making them a riskier financial decision for homeowners to make.” This new law means homeowners no longer must live on the property themselves to build and rent out these small units, eliminating another barrier for using these units to increase the housing supply. California has spent years passing statewide rules that cut through local red tape.
