City staff on May 7 briefed the Fresno Planning Commission on accessory dwelling unit (ADU) policy, five preapproved ADU standard plans and the local permitting experience since the program began in 2022. Staff told commissioners that state law governs many ADU rules and limits what the city may impose locally. Staff said typical state provisions include a maximum ADU size of about 1,200 square feet in most instances and that local jurisdictions cannot require parking for ADUs when state preemption applies. Staff also noted the California Department of Housing and Community Development reviews factory-built (prefabricated) units before they can be used as ADUs. Isaac Garza (planning staff) and ADU program staff explained the City of Fresno maintains five preapproved ADU plans that applicants can use to speed permitting. The five plans range from a 340-square-foot studio (Plan 1) to a 1,015-square-foot three-bedroom ADU (Plan 5). The plans include design options (elevation styles, front-porch options), and permit issuance for standard-plan submissions typically takes 7 to 10 business days if the site plan and option table are complete. Staff said permit fees and school fees apply and that a fee spreadsheet and additional guidance are available on the City of Fresno ADU program website. Local program statistics presented to the commission: since the program’s launch in 2022 staff received 21 standard-plan applications; 31 percent of those were moved to a issued-permit stage, 12 percent were withdrawn and 12 percent rejected (mostly for incorrect application type). Staff said Plan 2 (a 499-square-foot, one-bedroom model) is currently the most commonly selected model. He set the ordinancefirst reading for Nov. 17 and the final reading for Nov. 24. The Department of Building and Zoning Services described the proposal in detail. Tony Celebrizzi, deputy director, and Christina Palmer of the residential zoning clearance section defined ADUs as "a secondary residential unit that provides complete living facilities" and described three common types: interior conversions, attached additions and detached units (often over garages). Palmer said proposed standards would require ADUs to be clearly accessory and subordinate, not to exceed 65 percent of the primary dwellingfloor area or 1,000 square feet (whichever is greater), and not to be taller than the principal building. Historic-district ADUs would still require a certificate of appropriateness, and HOA restrictions would remain enforceable. Supporters at the hearing said ADUs are one practical tool to add housing supply and to help families and older residents. Jessica Klinger, a former council staffer who testified about living in a carriage-house ADU, said her experience "helped me achieve my dreams," enabling her to attend graduate school and later create stability for her family. The challenge proved significant for the young scout. “I can design it easily but when you ask me to build it, it took a while,” Hindman recalled in a 2018 interview. “I think it took two months for the log cross-cuts to come in and then the city had to approve it.” For Wade Haslam, who served as Troop 562’s scoutmaster for about a decade before the troop disbanded in 2019, Hindman’s project exemplified what scouting aims to accomplish. “For that kid, scouting made a difference for him,” Haslam said. “He’s a grown adult now and has taken a lot of those things he learned in scouting and applied them in his life. Boy Scouts will be in area neighborhoods on Saturday as part of the annual Scouting for Food drive. The importance of donating is even more this year than in the past due to SNAP and EBT benefits halting, Scouts said. On Oct. 25, Scouts distributed yellow door hangers to residences across southeastern New England. Residents who received a door hanger last Saturday can put out a bag of non-perishable food items at 9 a.m. for Scouts to collect. In Stonington, Troop 9 Pawcatuck will host a food drive from 9 to 11 a.m. Saturday at Saint Michael the Archangel Church on Liberty Street in Pawcatuck. The troop will be collecting non-perishable food donations that will directly benefit the Pawcatuck Neighborhood Center. Troop 16 Westerly is taking part as well. For anyone that did not receive a door hanger but would like to donate, members of the troop will have a utility trailer at St. Pius X Church from 9 to 11:20 a.m. for drop-off of non-perishable food donations. All donations will be donated to the Johnnycake Center of Westerly. Troop 21 Ashaway’s collection point will be from 9 to 11 a.m. in the parking lot behind the Ashaway fire station. Donations also benefit the Jonnycake Center. Most needed items: canned tuna, peanut butter, soups, cereal and canned vegetables. No glass or perishables, and canned and boxed goods only. On a related note, the Jonnycake Center’s Community Resources Office and Food Pantry will be closed on Saturday for the food drive. It will re-open for regular hours on Monday, Nov. 3 from noon to 2:45 p.m. Since 1988 The Narragansett Council, Scouting America have helped feed families in southern New England by collecting nearly 10 million pounds of food. The yearly “Good Turn” is the most impactful local food drive and the Scouts largest annual community service project.

南方人物周刊|抗旱抢回来的玉米,倒在秋雨连绵的地里
张梅终于等来了一个晴天。玉米地里,收割机轰隆作响,她弯腰捡起一个玉米棒子——个头小了些,但颗粒金黄,揣进兜里,另一只手拿着空的化肥袋。 她从地头走来,穿着咖色的厚夹克,“现在都霜降了,麦还没种上呢,玉米还没收,往年晚麦都种上了,现在只能等着。”她对《南方人物周刊》记者说,并拨开手里刚捡的这棒玉米,“芯已经霉了,往年的玉米可比这大多了。” 家在河南周口的张梅种了50亩玉米。几个月前,为了抗旱,她曾与丈夫没日没夜地到玉米地里浇水,“浇完这头浇那头,很多人晚上都搁地里不回家。”从大旱中救活的玉米,到了秋收时,却被连日的阴雨淹了。玉米泡在地里,机器进不去,只能人工收。不少农民走进地里,用盆、桶,甚至船,在阴雨中抢收玉米。 河南省气象台的监测显示,2025年9月1日至10月中旬,河南全省平均降水量达349.6毫米,较常年同期偏多2.6倍,创下1961年有气象记录以来的同期之最。这场雨的波及范围极广,河北、山西、陕西、山东等地均不同程度受灾。 ▲2025年10月26日,河南周口,张梅在还未收割的玉米地里 图/本刊记者 刘璐明 收割机在地里转了三圈,又开走了,“不敢收,里面都是水,俺就是打圈收一下。”张梅又去掰下来几棒玉米,有的发芽,有的发霉。 极端天气的背后是对农业体系的考验。南京财经大学粮食和物资学院教授钱龙告诉《南方人物周刊》,这次多年难遇的秋雨既是自然事件,也是一场系统性压力测试,暴露出农业基础设施和应急体系的不足,提醒我们必须重新审视农业体系的基础能力和适应能力。 从大旱中抢回来的玉米泡在阴雨里 在张梅的印象中,这场阴雨持续了一个半月多,晴了几天之后,又开始下雨,路上晾晒的玉米只能淋在雨中,“捂起来发芽更快。” 张梅也是一个养牛专业户,家里五口人,有5亩地。从养牛开始,为了节省饲料钱,她开始承包土地,从5亩到十多亩,再到30亩。“就今年种得最多,增加了20亩,结果(要)赔钱,几十年也没这样过。” 几个月前,河南遭遇极端高温干旱天气,她和丈夫一起,每天在地里忙活,从天明浇到天黑。“前面浇着水,后面就旱了,浇不过来,旱得有的秆都没出把,正常玉米能长这么长。”她用手比划着。浇地雇人要200元一天,为了省钱,她每天都“扎”进地里,一遍遍地浇水。 终于等来的这场雨却把玉米泡烂了,收割机进不去,玉米烂在地里发芽。即便是收回来的玉米,因为得不到及时烘干晾晒,很多也发了霉。 她养了七十多头牛,本想着自己种地节省饲料费,“霉了,不敢喂。”他们0.5元一斤把自己种的玉米卖掉,再以1.3元一斤的价格买东北玉米喂牛。“发霉的玉米人家收走了弄啥呢,可能还是弄饲料。” 她算了算种地成本,50袋化肥花费7500元,玉米种子近4000元,打药三遍共3600元,浇地半个月,“该收了又淹了。”提起“靠天吃饭”,她表示反对。她觉得自己一直在为种地付出努力,旱了就浇水,虫多就打药,“不能靠天。” 近些年,虽然不是每年都风调雨顺,但都还足以应对。比如2024年雨下得大时,夫妻俩弄个电机抽水,抽了两天两夜;七八年前也有过一次,下了二十天雨,她把玉米花生拉到附近在建的二楼空屋里,晾了半个月,没有坏也不发芽。“但今年不一样了。” 从下雨那天开始,王根力一天要看几十回天气预报,原来一天只抽一盒烟,现在一天要抽两盒多。他今年50岁,家在漯河市舞阳县,是一个500亩地的承包大户,种了200亩花生,300亩玉米。十几年前,他在矿上干活摔过腿,“出不去了,才回来种地。” 地里泥深至膝盖,工人穿胶鞋拔不出,只能光脚干活。王根力给《南方人物周刊》记者算了一笔账:土地承包费600-800元/亩,300亩玉米承包费约20万元,化肥6万-9万元,收割费3万元,还有种子和农药,三十多万元的种地成本;湿玉米直接售卖,一亩仅卖两百多元,算下来仅6万多的收入。 “收的连地租都不够,不用说买化肥、农药和收割了,今年的花生烂到地里,都发芽了,薅了的花生也没法从地里拉出来,里边全是泥。”王根力说,像他这样的承包户在当地还有很多,“一百个是有的”,还有人承包了一千多亩地。 张今家在河南南阳市新野县前高庙乡,今年已经70岁,儿子在村子里开诊所,他靠种地补贴家用。“我活到70岁都没见过这么长的连阴雨。洗的衣服很潮,晾不干。门前的院子里种的菠菜,9月底种的,到现在都没长出来。” 他和老伴开着三轮车,雨下小点就赶紧去地里,前后跑了一二十趟,“摘摘晾晾,都晾成黑的了。很多花生都泡在地里发芽了。干了的话再找个脱粒机打打。好的花生只能卖两三块钱一斤。” 不管阴天晴天,他都抓紧时间晾晒。往年一亩地的花生收入大概能有1200多元。张今介绍,一亩地需要两袋化肥共300元,还要买种子、打药、犁地,“不卖一千多都划不着,但现在都不知道收花生的人还要不要。”谈及明年,张今说,“不想种了,都老了。” 救灾、烘干的多重难题 受灾各省都在全力保...

兩因素推動灣區房地產市場升溫

Serving at various times as a home office, guest house and a studio, the 338-square foot accessory dwelling unit in her Vallejo backyard was worth the effort to build it, says Jen Belleville. “It’s worked well for us. We’re glad we did it,” Jen Belleville said of the unit she and her husband Charles built in 2023. From start to finish, designing and permitting the unit took about a year. Construction took three or four months, she said. Often referred to as in-law units, tiny homes or granny flats, accessory dwelling units are small dwellings located on the same lot as an existing home and have their own kitchens and bathrooms. They also can be converted garages and other sections of a building turned into housing. The city calls these junior accessory dwelling units. The units aren’t for everyone. The Bellevilles had a variety of uses for theirs. In addition to functioning as a home office and studio, the unit housed relatives and, at times, visitors from out of town who came to participate in the couples’ RE:SOUND experimental music series held three times a year in Mare Island. New state laws have made it easier to build an accessory dwelling unit. Also, a new step-by-step guide, the Vallejo ADU Mini-Guide for Homeowners, and proposed changes to the city’s accessory dwelling unit ordinance currently under review by the city attorney were developed to simplify the process and encourage more homeowners to build. Proponents tout the units as offering such things as financial benefits or multigenerational accommodations. Major factors that come into play when deciding whether to build such a unit are patience, time and price. That’s one ‘baller’ lamp if you ask me! Created by Ezra Feldman (who goes by EYF Design on Instagram), this Baseball Wall Lamp turns a sports moment into a piece of quirky themed lighting that I’d honestly love to see at every sports bar across the US. Simply put, the lamp features a catcher’s mitt along with a ball sinking right into it, mid-catch. The ball is 3D-printed from a translucent polymer, and features a standard disc-shaped LED lamp underneath. Plug it in and the ball starts glowing. The entire lamp is 3D printed, and Ezra sells his designs online for people to print on their own too. The Baseball Wall Lamp is a new addition to Feldman’s collection, and can be found on his Thangs3D webstore. The lamp looks cartoonishly perfect, and sort of falls in line with the Iron Man repulsor lamps seen online (featuring Iron Man’s hand along with the glowing light in the center). Honestly, Feldman should make more, maybe one Dragonball-Z lamp, or a Kobe Bryant hand lamp. Just thinking out loud! It’s an easy multicolor print, fun to assemble, and a guaranteed conversation starter,” he adds. The beauty of getting a 3D printed file for a lamp means you can pretty much modify it to a point of no return. Make it bigger or smaller, add/amend details, or even change the colors. The entire thing’s designed to be 3D printed – and the only real caveat is that you need to use a multi-filament printer if you want it to look the way it does here.
